Stricter Rules for Technical Checks Postponed by Two Years

If the implementation of the new, stricter regulations had started, a fourth of passenger cars in Serbia would end up at scrapyards, because they wouldn’t be able to pass the technical check.
The competent ministry says that the implementation of the regulations has been postponed for the second time because car owners have not prepared themselves.
– There are few states which have the kinds of regulations about the out-of-roundness of discs that we do. I understand the need of our state to do something about car safety, because it is well-known that our rolling stock is 17.3 years old and that we are at the bottom of the ladder in Europe when it comes to that issue. However, it was definitely necessary for these regulations to be postponed and to review whether the proscribed degree of out-of-roundness is good or not – said Petar Velickovic of the Poslovni Automobili portal.
Miroslav Alempic, the adviser to the minister of construction, transport and infrastructure, says that one of the more important factors in impaired vehicles is out-of-roundness.
– It is measured in Europe and everywhere, more or less, but it is considered an important factor and each EU member state or any other country proscribes its own measuring methodologies and its own norms for determining whether the brake systems are functioning or not – Alempic pointed out.
The Ministry of Transport announced that, by 2025, passenger vehicles will have to meet a 20% out-of-roundness, whereas cargo and tow vehicles and buses will have to have up to 30%.
Until then, technical check controllers will be obliged to collect data on braking and enter them into the Central Information System so as to determine the exact number of vehicles which are a hazard to safety and the environment.
– The idea is to replace 140,000 vehicles with Euro 3 engines by 2026. Yes, that should have an impact, the number of cars with the kind of exhaust gases that don’t meet the quality criteria would reduce – Miroslav Alempic said.
