Amended plan for Belgrade Waterfront published – Repurposing of Fair, residential areas, new marinas, garages, new features on New Belgrade side as well...

The Agency for Spatial and Urban Planning has announced a public review of the Draft Amendments to the Spatial Plan for the Special Purpose Area for the Development of the Part of the City of Belgrade’s Coast - the Sava River Coast for the “Belgrade Waterfront” Project. According to the document, the plan covers an area of 344.68 hectares and extends over two geographical and administrative units, separated by the Sava River.

On the right bank, the area covered is located between Branko’s Bridge, Karadjordjeva Street, Sava Square, Savska Street, Vojvode Misica Boulevard and the area up to the Secerana facility, within the boundaries of the municipalities of Savski Venac and Cukarica. On the New Belgrade riverbank, the plan covers the area between the Ada Bridge, Vladimira Popovica Street, Mihajla Pupina Boulevard, the Old Sava Bridge and the extension of Zorana Djindjica Boulevard to Milentija Popovica Street.

The document states that the repurposing of several buildings and spatial units is planned. This includes, among other things, the Rail Station building, the Milan Vapa Paper Mill and Hall 1 of the Belgrade Fair, as well as the cultural and artistic district of Savamala. In addition, the construction of new cultural facilities is planned - the Belgrade Cooperative Cultural Center, the “Grad” Cultural Center and the Creative Center, as well as the adaptation of the former post office buildings on the Sava Square, the Lozionica facility and the train turns.

The plan also includes the urban unit of the Belgrade Fair. As stated in the document, with the planned relocation of the Fair to the National Football Stadium zone, the transformation of that space is planned. Hall 1, which has the status of a cultural monument, will be given a new function as a cultural facility. The whole is planned as a new urban center with facilities for housing, public services, green spaces and a transport network.

The Jugopetrol complex will also be subject to reconstruction, with the mandatory preparation of an urban planning and architectural competition. The plan is to preserve and repair structures of ambient significance - the chimney and two watchtowers, with potential adaptation for new purposes, but without extensions.

A repurposing from commercial to residential use is allowed, as well as cultural, tourist and educational features. New construction is allowed to a limited extent, with a maximum of six floors (including the ground floor and the loft). The complex will allow for purposes such as housing, culture, tourism and education, but the construction of shopping centers, warehouses, markets, gas stations and other facilities that could endanger the cultural and historical entity or the environment is prohibited.

The document also envisages two new marinas - one in the Cukarica Creek, and the other downstream from the Ada Bridge. The planned marina on Ada Ciganlija includes a water area for the handling and accommodation of vessels of approximately 86,750 m², as well as coastal facilities of 48,400 m². The second marina will have a similar structure - a space for vessels and coastal infrastructure.

In terms of parking, in addition to the existing public garage near the Galerija Shopping Center and the garage in Bristol Park, which is under construction, the construction of four new public garages is planned. One above-ground garage will be located on the corner of Savska and Aleksandra Glisica streets. An underground garage is planned between Vudroa Vilsona Boulevard and the SAO 6 road, in the area of their intersection with Nikolaja Kravcova Street. The second underground garage will be between SAO 16 Street and the Sava River, under the Old Rail Bridge. The fourth one is planned within the Hall 1 complex.

The document envisages the construction of several new parks. In the central part of the planned area, between Vudroa Vilsona Boulevard and Nikolaja Kravcova Street, a rooftop garden will be formed on the roof of the future underground garage - a park area of approximately 8,870 m². In the area of the Terazije Terrace, from the hotels “Moskva” and “Balkan” to Karadjordjeva Street, a park of approximately 13,105 m² is planned, which will consist of two parts and will represent a continuation of the existing Terazije Terrace park. On the left bank of the Sava River, within block 63, a park of approximately 24,314 m² is planned, primarily intended for outdoor recreation.

In the part related to education and health, the document states that the construction of a campus of educational institutions is planned, in which it will be possible to combine preschool, primary school and secondary school programs. It is also stated that twelve annexes of preschool institutions will be built, with a capacity of up to 60, or 80 users per facility.

Given the projected number of approximately 32,830 residents in this area, the construction of health facilities is also planned - one primary health care facility, as well as two annexes within other facilities, in addition to social care facilities.

The public presentation lasts until June 19.
