There are about 570 deserted locations in Belgrade, as well as started and unfinishied buildings, half of which is in the central city zone.

These locations, according to the opinions of many, are the real derision to the city and, in addition, they are dangerous because of installations and rusty iron, as well as potential infections due to illegal dumps that appear there.

- Between 4 and 5 million square meters of land is completely deserted. If the investors were conscientious, aboout 2 million square meters of apartments would be built by now, which is about 30,000 apartments of average size - says Branka Bošnjak, the president of the Commission for Determination of Conditions for Cancellation of Right to Use of City Building Land.

Most of these locations are in borough of Čukarica and Novi Beograd, while the smallest number of them is in Zemun. Company "Stankom" alone has several hundreds of thousands, whereas "BK Group" owns over 100,000 square meters of deserted land. Only the city authorities and the users of certain parcel have the right to ask for the cancellation of right to use of some location.

According to the Law on planning and construction from the year 2003, the conditions by which the city can confiscate location from the unconscientious investor are as follows: if the construction of facilities have not started within the two years from the moment the building permit was obtained, or if construction commenced, but did not finish within 3 years. The second case is much complicated, because the investor usually asks for some big compensation for allotment of rights to some other person.

In order to accelerate the construction of facilities, the Commission that determines the conditions for confiscation of locations was formed one year ago. However, so far, not one location has been confiscated and, of total of 570, only 20 locations were proposed for confiscation.
