By amending the Law on Energy, the state removes EMS and Transportgas from the auspices of the ministry

The National Assembly of Serbia adopted amendments to the Law on Energy, which paved way for the establishment of an independent commission for the supervision of EMS and Transportgas.

Serbia is on its way to fulfill the obligations it undertook as a contracting party of the Energy Community, concerning the Third Energy Package of EU regulations. The National Assembly of Serbia voted to amend the Law on Energy, and thus received the task of establishing the independent Republic Commission for Energy Networks, Igor Todorovic reported for Balkan Green Energy News.


Parliament gets more powers in the energy sector


Shortly before the adoption of the law, the Minister of Mining and Energy, Dubravka Djedovic, explained that this new entity will take over the responsibility over the state transmission system operators (TSO) of electricity - Elektromreza Srbije (EMS), and gas - Transportgas, from her ministry. These companies will finally be able to be certified by the Energy Agency of the Republic of Serbia (AERS) and European regulatory bodies, she reminded.

New legal solutions reduce the competence of the government, and increase the competence of the parliament over the activity of production and distribution of electricity and supply, Djedovic stated.


Formalization of the status of two TSOs


Amendments to the Law on Energy, carried out with the aim of harmonizing with the EU legislation, confirm the independence of two transmission system operators from Elektroprivreda Srbije, electricity producer and supplier, and Srbijagas, gas supplier and distributor of that energy. Those two companies, also state-owned, remain under the supervision of the ministry.

This way, EMS and Transportgas will then be able to formally obtain licenses as transmission system operators.

The commission will, among other things, appoint and dismiss the representative of Serbia in the respective assemblies of transmission system operators. The President and four members will be elected by the National Assembly, based on the proposal of the Energy Committee.
