Pejovic (SAI): Every seventh dinar in public procurement was spent outside the prescribed procedure

During the audit of public procurement, the State Audit Institution (SAI) discovered that every seventh dinar of public funds was spent without the public procurement procedure being implemented, warned the President of the SAI Dusko Pejovic.

- It is precisely in the field of public procurement that we see the most irregularities and that is where the SAI makes the most recommendations and reports - Pejovic told RTS.

As some of the most common irregularities in the audits of financial statements, Pejovic mentioned incorrect, incomplete or inaccurate presentation of items - assets, receivables, liabilities, as well as an incorrect or incomplete inventory of assets.

During audits of the regularity of operations, the most common errors refer to the procedures and procedures of public procurement from planning to execution. This refers to the calculation and payment of salaries, overtime work, employment procedure, allocation of public funds without competition and clear criteria.

Pejovic explained that the SAI gives out recommendations based on detected irregularities, and the legislator obliges the user of public funds to remove any detected irregularity. If the irregularities are not eliminated or partially eliminated, SAI conducts audits of response reports.


The SAI has so far initiated ten requests for the removal of responsible persons, in cases where an irregularity in the audit response report has not been eliminated, because the legislator obliges the state auditor general to initiate the removal of the person deemed to be responsible.

Today officially marks the Day of the SAI, because on this day, July 26, 1844, the Law on Organization established the Central Control - the forerunner of today's SAI.
