Internet Telephony for Serbian Prisons – Procurement Procedure for IP Connections for Phone Booths Worth RSD 400 Million Opens

The Ministry of Justice has opened the tender for the implementation of the service of public phone booths through IP phone connections in all prisons in the territory of Serbia.

As explained in the tendering documentation, the service of public phone booths enables the phone service for persons serving prison sentences in all institutions within the Administration for the Enforcement of Penal Sanctions of the Ministry of Justice, and said public procurement pertains to the provision of phone services through public phone booths through IP phone connections.

The obligation of the bidder is to secure the L3VPN service and to connect all the existing phone booths in prisons to its phone system It is noted that the system needs to enable at least 900 simultaneous calls toward the bidder.

Also, it is obliged to secure the prepaid cards and software for running the register of calls made, as well as the hardware for the purposes of public phone booths.

By purchasing a prepaid card and calling the phone number of the procuring party, the user would enter the code from the prepaid card, whereby the service of a prepaid call with the public phone network would be activated.

The prepaid cards should be denominated at 300, 500 and 1,000 dinars.

The software, as said, will provide a report of the calls made per each prepaid card at the request of the institution (the length and the price of the call), but also a register of the data on the calls made, which the procuring party is obliged to secure as per order of other security state organs.

The value of the procurement is RSD 397.5 million.

The tender lasts until February 8.
