The board members of the City Assembly have adopted changes in General land-utilization plan, which relate to forming of internal highway semi-ring, construction of the first line of light railway transportation system and sports facilities for “University Games 2009”.

The purpose of internal highway semi-ring (IHS) is to connect parts of Čukarica, Rakovica, Savski venac and Voždovac with left bank of the Sava by means of the junction 16.5 km long without involvement of Vojvode Mišića Boulevard, Mostar’s cloverleaf and Gazela. To say it more precisely, it should connect junction T6 with Pančevo’s bridge. The semi-ring was good traffic solution in all former land-utilization plans, but is now corrected in order to protect certain city zones. By moving of location of the future bridge across Ada from central to lower tip of the city bathing beach, this part of the city is additionally secured. Estimated required amount for realization of this voluminous project, including three tunnels and three bridges, is €526m.

The works will be carried out in phases. The first phase implies construction of section from junction T6 to Tošin bunar Street, the second – section through Novi Beograd, over the new bridge across the Sava, to Autokomanda, the third – to connection to existing highway in cloverleaf “Šumice”, the fourth – to Kralja Aleksandra Boulevard and the fifth – across the corridor of Tršćanska Street and Severni bulevar Street to Pančevo’s bridge. The second phase will the most complicated and the most expensive. It will cost about €271m and, therefore, it will be the priority, whereas realization of other phases will each cost €60-70m.
