Energy Agency of Serbia fails to comply with all requirements of Energy Community?

The Energy Agency of Serbia (AERS) has failed to comply with all the requirements under the EU regulations for the construction of the TurkStream gas pipeline, suggested in the Opinion of the Energy Community, especially those pertaining to improving the competition, the head of the Energy Community Secretariat, Janez Kopac, told Beta on Friday, March 8, 2019.

When asked by Beta whether the Energy Community is satisfied with the Decision on the exemption of the main gas pipeline from the Third Energy Package, adopted by AERS after it received the Opinion, he said that AERS had changed some initial requirements, but that not all of them had been met, especially the part pertaining to liquidity measures.

– We believe that this in fact violates the Third Package – Kopac said.


Three days before, AERS approved the request of the investor, Russian-Serbian company Gastrans, to be exempt from the rule of the access of a third party to the future pipeline for a period of 20 years, but not entirely, as smaller capacities may be offered to third parties, with the percentages lower than suggested by the Energy Community.
